OBSERVATORY Pôle D-Léger
Leo Decision

Think big

Probing public opinion, capturing the perceptions of Canadian CEOs: HEC Montréal and Léger are pooling their expertise to create an observatory of CEOs in Quebec and Canada.

LEO Decision is Canada’s first platform dedicated to collecting primary data on business leaders. Co-developed by Pôle D and Léger, it addresses a key issue: gaining rapid and accurate access to the opinions of CEOs and senior executives, a strategic population that is often unavailable.

Panel and recruitment methodology

LEO Decision draws on a qualified panel of 16,000 Canadian business leaders, including nearly 1,500 CEOs. Members are recruited through professional social networks, leadership networks, and institutional and private partnerships. Registration is voluntary, and participants can choose how often they want to be contacted. All information is shared in complete confidence.

Benefits of the platform

  • Unique access to a rich and representative sample of decision-makers—covering all hierarchical levels, all sectors of activity, and all regions of Canada.
  • A comprehensive hybrid platform that supports both quantitative studies (online surveys) and qualitative approaches (in-depth interviews, focus groups).
  • Immediately actionable results with value for private organizations, public actors, and academia to inform decisions, guide policy, and enrich research.

A central platform for Pôle D researchers and their partners

Since January 2025, researchers at Pôle D have been using LEO Decision to conduct ground-breaking leadership research. The platform supports research on topics such as the sociology of Canadian leaders, the resilience of CEOs in times of crisis, and the personality traits of leaders in Quebec. Beyond the academic world, several private and institutional players also rely on the platform to conduct their own studies.
